How it works

The property tax cycle.

Your assessment is only the first step in Illinois’ two-year property tax cycle. The overview below shows how a value set by the Township Assessor moves through the county offices before it ever becomes a tax bill.

  1. Township Assessor determines the value for local property — your best place to go for assessment-related questions.
  2. Chief County Assessments Office receives the township's values, applies equalization, and mails assessment letters.
  3. Board of Review hears appeals of assessments.
  4. County Clerk applies the state equalization factor and calculates tax rates from each taxing district's levy.
  5. County Collector / Treasurer calculates and mails tax bills, then distributes collections to taxing districts.
Flowchart of the Illinois property tax cycle: the Township Assessor values property, the Chief County Assessments Office equalizes and mails notices, the Board of Review hears appeals, the County Clerk sets tax rates from district levies, and the County Collector mails the bills — while each taxing district prepares, publishes, approves, and certifies its levy.
The two tracks of the Illinois property tax cycle: assessment & billing, and each taxing district's budget & levy.
